Our Shepparton team is working closely with Greater Shepparton City Council to help deliver this new enterprise park, which aims to drive economic growth and encourage large-scale commercial investment in the region.

Spiire was engaged by Greater Shepparton City Council (Council) to help realise its long-held vision to create a major industrial estate in the Goulburn Valley. 

The project has tapped into specialist knowledge from several of our in-house disciplines, in a coordinated effort led by our Shepparton office with Council. 

Building on our local team’s involvement in earlier phases of the GV Link Enterprise Park concept, we’re providing civil engineering, town planning, urban design and survey services to support the first stage of the development. 

Spiire’s Town Planning team played a key role throughout the project, providing comprehensive planning services including site analysis and preparation of planning reports to support referral authority submissions.

The team worked closely with Council’s planning staff to navigate the planning process throughout and ensured the Estate’s design was both practical for industrial use and compliant with planning regulations, while balancing environmental, traffic, and community considerations.  

Our Urban Design team in Melbourne collaborated closely with our town planners and engineers to refine the existing layout of the Estate, ensuring it met updated operational, environmental, and regulatory requirements, and to inform strategic planning documentation.

This work included adjustments to lot sizes and drainage assets, as well as the introduction of a green link as a landscape buffer along the northern, western, and southern road interfaces. 

Our Civil Engineering team’s designs for the 55ha, four-lot subdivision in Stage 1 include an upgrade to the existing unsealed Simson Road and creating a roundabout intersection with Toolamba Road. The team worked closely with Council engineers and Department of Transport and Planning to meet the requirements of the designated B-Double and B-Triple roadway intersection. 

We also coordinated with a third party’s designs for the external service connections to the site and drew on our team’s established relationships with the local authorities in servicing negotiations. 

The drainage infrastructure is a key feature of the project, reflecting the site’s existing role as a mechanically controlled flood storage area. Our engineers developed a solution that enables lot development while maintaining the integrity of the levee banks, reconfiguring the flood storage area, consolidating development drainage retention requirements and leveraging existing assets to ensure ongoing economies in operation. Our local engineers worked with Spiire’s Water Engineering specialists to integrate an end-of-line treatment and wetland facility. This solution supports water quality outcomes while allowing development of previously flood-prone land. 

Our local team continues to provide construction consultancy support, working with Council in the delivery of the initial package of works, with construction by BMD Group.
